Cutting The Apple To The Core

The city’s budget gap has grown from $2.3 billion to $4 billion for fiscal years 2009 and 2010. That means significant budget cuts and layoffs loom. It means fewer government jobs, which is generally a good thing. It means fewer services for residents, which is generally a bad thing. Mayor Bloomberg said, “We just don’t know what the future is going to hold.” A New York City political insider believes he knows. He said that the recently term-limit-extended mayor is up for re-election in November 2009. He thinks we can expect to see reasonable cuts up to early 2010. However, in fiscal year 2011 (beginning on July 1, 2010) a “huge disaster” is coming because of a projected $5 billion dollar deficit. Nobody can know the city’s financial future for sure or how it will impact all of us. Maybe a memorable quote in 1982’s Rocky III will ring true for New Yorkers in the years to come. In the movie, Mr. T’s character, “Clubber Lang” was asked to make a fight prediction. His quote? “PAIN.”

Schools May Have New Ruler And Rules

The school year for NYC’s 1.1 million students has started and will end in June of 2009. Coincidentally, Mayor Bloomberg’s control of the school system which began in 2002 ends June 30, 2009. Groups are forming on both sides now to present their cases to the state legislature over who should have authority over city schools on July 1, 2009; the mayor or the original seven-member Board of Education. Schools Chancellor Joel Klein will push to retain mayoral control. Klein (who was appointed by Bloomberg) is one of the 13 current board members. Many parents are upset with the lack of say they have in important school decisions. New York City’s 32 Community Education Councils (CEC’s) believe they’re powerless on major issues too. Many in the CEC’s believe that a Chancellor should be more independent of the mayor than Klein. The other side argues that since Bloomberg took over school control in 2002, per-student spending has risen from $10,694 to $15,110. Graduations have risen from 51% to 62%. Major crimes have fallen from 1,577 (2000-2001) to 1,047 (2007-2008). Before anyone looks to take the mayor out of the equation, they should offer very detailed plans on how they intend to improve upon his results. As it seems to students every September, "June will never get here!" For parties on both sides of this issue however, the time to come up with ideas that benefit our children is already running out.

NYPD U-ranium

Local law enforcement has new water-weapons in their arsenal. They’ve added two $1 million high-tech police boats capable of detecting radioactive uranium which may be smuggled by boat into New York. These TRACS (Tactical Radiological Acquisition and Characterization System) are similar in size and design to existing police boats. By their nature however, they’re built for more serious missions. The NYPD’s Counterterrorism Bureau has searched for water-borne uranium before. The equipment aboard these new craft though do it better and provide greater detail about what’s detected. Eight additional boats should be added in 2009. That’s long overdue news to nervous residents of New York City. It’s understood that only so much can be done to safeguard our city. No preventative measure will ever be foolproof. Nevertheless, nearly seven years after September 11th, NYC should already be guarded by a fleet of these boats, in every access waterway and on duty 24/7. Let’s hope that this apparent chink in our armor is merely deception to mislead those who would seek to harm us. Let’s hope too that all that needs to be done is already done. Finally, let’s say a special prayer of thanks to those who guard the frontlines, whether on land, in the sky or on the water.

Welcome Housewarmings Eight Months Away

Our neighbors are moving down their respective blocks. Both the Yankees and Mets move into new homes in 2009. The Yankees will welcome fans to their baseball home opener in the Bronx at the new Yankee Stadium on April 16th. The Mets start their season at Citi Field in Queens on April 14th. Let’s hope their new digs are as great a place to visit and cheer as the old!
